My Android app links a website's downloadable content (PDF file) and shows it within the app. Is it any type of copyright violation? The content is freely downloadable from the site. If anyone can give some insight it will be helpful?

It’s weird, you said you got 500 download but no ads show in your app ? is this correct ? if yes then there are some possiblity here . you mistakenly use wrong app id/ ad unit id in your app during initialization Your app has not been linked yet to google admob dashboard / 3rd party ad network dashboard ? Make sure test mode is off use the latest admob/ 3rd party ads sdk make sure you double check again and then submit an updated version to playstore hope it helps by the way, i have develop new trivia games now, kindly check this newly launched app of mine. best regards
